Saudi Arabia’s nuclear discussions have sharpened around a central question: whether the kingdom should be allowed to enrich uranium at home as it builds a civilian nuclear program. Saudi policy maintains that its nuclear energy pursuits are limited to peaceful purposes, and the kingdom joined the Treaty on the Non-Proliferation of Nuclear Weapons (NPT) in 1988. Since 2009, it has had a comprehensive safeguards agreement with the International Atomic Energy Agency (IAEA) covering all nuclear facilities. At the same time, Saudi leaders have tied their security outlook to the region’s nuclear risks, with Crown Prince Mohammed bin Salman saying that if Iran obtains a nuclear weapon, the kingdom will have to follow suit.
Statements from Saudi energy leadership have also emphasized a full fuel-cycle ambition. In 2019, Energy Minister Prince Abdulaziz bin Salman said the country aims to “go for the full cycle, from producing uranium, to enriching uranium, using the uranium, even acquiring the technologies.” In January 2023, he said Saudi Arabia intends to use substantial domestic uranium resources for producing low-enriched uranium fuel. This framing matters because enrichment is widely viewed as one of the most proliferation-sensitive parts of a nuclear program, even when justified as a route to assured reactor fuel. It is also an issue where outside partners, especially the United States, have historically set strict conditions.
U.S. Deal-Making, Safeguards, and a Contested Enrichment Path
A long-standing U.S. policy has linked a U.S.-Saudi “123 agreement” to requirements that Saudi Arabia accept enhanced international safeguards and forgo enrichment or spent fuel reprocessing. In November 2025, some Members of Congress argued any U.S.-Saudi agreement should require Saudi Arabia to adopt an Additional Protocol to its IAEA safeguards agreement and to forswear uranium enrichment and spent fuel reprocessing. Separate reporting said U.S.-Saudi negotiations concluded in October 2025, and that a draft cooperation agreement and a mandatory safeguards agreement had not been sent to Congress for review at that point. The uranium enrichment provision was described as containing U.S.-imposed stipulations, though details of potential limitations were unclear.
In July 2026, a U.S. Department of Energy statement said Energy Secretary Chris Wright and Prince Abdulaziz bin Salman signed a peaceful nuclear cooperation agreement and an accompanying bilateral safeguards agreement. The reported deal is expected to last 30 years and is expected to involve U.S. firms such as Westinghouse. It could allow the building of a uranium enrichment facility in Saudi Arabia after a joint U.S.-Saudi study; another account described that study as lasting two years and designed to determine whether enrichment is warranted and commercially viable. Critics argue this approach could weaken nonproliferation policy, often contrasting it with the 2009 U.S.-UAE agreement that required the UAE to permanently give up domestic enrichment.
International scrutiny centers on whether monitoring will be strong enough if enrichment proceeds. Analysts have pointed to broader implementation of the IAEA Additional Protocol as a starting point because it enhances IAEA measures for detecting undeclared nuclear activities, and they argue that states with enrichment capabilities require more intense scrutiny. Reporting also suggested the U.S.-Saudi arrangement is unlikely to include the enhanced monitoring found in the Additional Protocol. Meanwhile, Saudi officials have denied claims attributed to “Western officials” that the kingdom accepted China’s help to build a facility for milling uranium oxide ore. As the Saudi uranium enrichment policy debate continues, U.S. lawmakers and partners are weighing energy diversification arguments against regional security concerns and the risks associated with sensitive nuclear technology.
