KACARE Leads Strategic Development in Nuclear Technology


The King Abdullah City for Atomic and Renewable Energy (KACARE) continues to spearhead the Kingdom’s nuclear ambitions. Speaking at the second Saudi International Conference on Nuclear Power Engineering (SCOPE), held at King Fahd University of Petroleum and Minerals, Sharaf Al-Sharif, head of KACARE’s Nuclear Energy Technology Development and Innovation Sector, stated that “tangible progress” is being made in the implementation of the nuclear program. The organization is not only focused on infrastructure but also on building a robust ecosystem that includes regulatory frameworks, operational readiness, and technological innovation.

Emphasis on Human Capital and National Expertise

A cornerstone of Saudi Nuclear Energy Progress is the investment in human capital. KACARE has launched multiple initiatives to cultivate national expertise in nuclear science and engineering. These include international scholarships, specialized training programs, and collaborative research projects. The goal is to ensure that Saudi Arabia’s nuclear sector is not only technologically advanced but also self-sustaining, with a skilled workforce capable of managing and expanding the program.

Exploring Small Modular Reactors for Future Flexibility

In addition to the large-scale plant, Saudi Arabia is actively exploring the potential of small modular reactors (SMRs). These reactors offer flexible, low-emission solutions suitable for electricity generation, water desalination, and hydrogen production. KACARE is currently assessing various SMR technologies to determine their feasibility and alignment with the Kingdom’s broader energy and environmental objectives. This forward-looking approach reflects a commitment to innovation and sustainability in the nuclear sector.

International Collaboration and Regulatory Readiness


Saudi Arabia’s nuclear program is being developed in close cooperation with the International Atomic Energy Agency (IAEA). In May 2025, the IAEA conducted its first-ever Management Systems Advisory Service (IMSAS) mission in the Kingdom. The review found that the Duwayhin Nuclear Energy Company (DNEC), designated as the owner/operator of the first plant, had established a well-structured management system aligned with international best practices. The IMSAS team identified four good practices and provided recommendations to further enhance operational efficiency and regulatory compliance.

The Saudi Nuclear Energy Progress aligns closely with Vision 2030, the Kingdom’s blueprint for economic diversification and sustainable development.
